* There will be five categories:
1) municipalities with more than one hundred thousand inhabitants,
2) municipalities between fifty thousand and one hundred thousand inhabitants,
3) municipalities between fifteen thousand and fifty thousand inhabitants,
4) municipalities of the five thousand and fifteen thousand, and
5) Municipalities with less than five thousand inhabitants.
